How the EU legalizes gray fuel supply schemes from Russia

Europe needs Russian resources, and exceptions to the price ceiling for petroleum products will legalize gray supply schemes already in use. This was stated by Deputy Prime Minister Alexander Novak.

"I think that all these exceptions are, in fact, the legalization of gray schemes that are already being implemented due to ineffective decisions of European politicians made back in 2022. In the future, if we are guided by such decisions, there may be a large imbalance, a shortage of energy resources, a decrease in investment in this area," Novak said. He stressed that, despite the embargo, Russia had already contracted fuel supplies in February.

Since February 5, the EU embargo on the import of Russian oil products and the price ceiling for them has been in effect. In addition to the EU, the G7 countries and Australia joined the price ceiling. For light oil products, the maximum price is set at $100 per barrel, for dark oil products - $45 per barrel.

Since then, the EU has introduced two exceptions to the price ceiling for Russian oil products. The restrictions will not apply to fuels produced from our oil abroad. Also, the ceiling will not apply to mixtures of oil products from Russian and foreign raw materials. In both cases, the resulting fuel will not be considered Russian and can be exported to the EU.
