As part of the experiment, the Central Bank may allow private firms to exchange cryptocurrencies for the needs of foreign economic activity

INTERFAX.RU - The Bank of Russia, within the framework of the experimental legal regime (EPR), does not exclude the admission of private companies to the cryptocurrency exchange market for participants in foreign economic activity (FEA), but at the first stage it should be a company with state participation, Deputy Chairman of the Central Bank Alexei Guznov told reporters.

At a meeting with the New People faction on April 17, the head of the Central Bank, Elvira Nabiullina, said that within the framework of the EPR, settlements for participants in foreign economic activity could be allowed not only in cryptocurrency, but also in CFA. At the same time, according to her, it is planned to create authorized organizations for the exchange and sale of cryptocurrency for the needs of foreign economic activity.

"For external settlements (in cryptocurrency - IF), we assume that this is possible in the form of an experiment - this bill is also being prepared, in the form of an experimental legal regime, it is supposed to create special authorized organizations: that is, miners will be able to sell through this authorized organization, subjects of foreign economic activity - use it for calculations, we want to see how it will work," Nabiullina said.

As Guznov clarified to journalists, there is now a discussion with the government about what scope of activity these authorized companies mentioned by Nabiullina will have, how they will be serviced, which banks to work with, how much they can interact with representatives who are engaged in foreign trade activities.

"A little later it will be clear by name. I think that at the first stage it is in any case (companies - IF) with state participation, undoubtedly, but taking into account simply the fact that there is a certain synergy and interaction that is required here, but it is not excluded that that in the future may be private, - said Guznov. - This is an experiment, and the experiment does not imply a multitude, the experiment involves the development of certain hypotheses about what we would like to see. To what extent are exporters and importers who can use cryptocurrency in calculations they will find each other."

At the same time, according to Guznov, he is not sure that it should be a company that is created from scratch: "Any creation is time to build up competence, find people, create technologies, provide an organizational structure, and so on. This time will pass".

At the end of the year, Prime Minister Mikhail Mishustin instructed the Central Bank, the Ministry of Finance, Rosfinmonitoring, the Federal Tax Service and the FSB to develop a mechanism for using cryptocurrency in international settlements.
