The government may restrict the import of seeds from unfriendly countries to Russia

In the period from October 1 to December 31, 2023, Russia may limit the import of seeds of nine crops into the country - potatoes, wheat, rye, barley, corn, soybeans, rapeseed, sunflower and sugar beets. This follows from a government decree published on the legal information portal.

“Approve the attached list of certain types of goods for which, from October 1 to December 31, 2023, inclusive, quantitative restrictions on imports from foreign states and territories that commit unfriendly actions against the Russian Federation, Russian legal entities and individuals can be applied,” reads in the document.

An exception can be made only for import from the member countries of the EAEU, transit, and import by individuals for personal use.

The decision has entered into force. The government instructed the Ministry of Agriculture, if necessary, to submit proposals on the volume of quotas for the import of these seeds, as well as on the rules for their distribution.

Deputy Prime Minister Victoria Abramchenko, in an interview with RIA Novosti at SPIEF, said that the Russian government is considering the issue of introducing quotas for the import of foreign seeds. She said that now in Russia potatoes, sugar beet, corn and sunflower are most dependent on seed imports, the level of self-sufficiency for them will reach in 2030 the threshold values of 75% provided for by food security doctrines.
